Core values are considered as the ties that bind the utility together. These values are an important source of stability and continuity to the organization, providing a sense of identity and security to the employees. They also serve as the backbone for building loyalty in both customers and employees. At the same time, knowledge of organizational values helps newly hired employees interpret what goes on inside the organization.
If values are to work, they must be ingrained in the utility's culture. Considering the mounting demand for bureaucratic transparency and integrity from the public, the utility's vision, mission and goals must be supported by sound corporate values. As DCWD carries out its mandate, it shall be guided by a set of core values that serve as inspiration to stimulate its creativity, reputation and vitality, viz:

2) Integrity - cultivating among the people the highest ethical standards by practicing accountability, honesty, loyalty, credibility, responsibility and transparency in the utility's daily operations;
3) Excellence - exhibiting high level of competence, professionalism, dedication, commitment in all facets of the organization with passion for innovation; and
4) Stewardship - building a sense of ownership over corporate assets and resources.
