Expectations on the Change Meter Program surpassed the target once again as 8,879 old meters were replaced this month, up 8.17 percent from last month’s 8,208 and 60.21 percent from last year’s 5,542 meters replaced. This brought the total number of replaced meters to 22,415, registering an impressive 62.26 percent of the 2009 target of 36,000 just three months into the year, exceeding last year’s performance of only 7,213 replacements during the same period.
The Change Meter Program hopes to eliminate metering inaccuracies resulting from deteriorating performance of water meters, particularly at age 5 years and above.

Along with non-surfacing leaks and pilferages, metering inaccuracies are considered one of the sources of unaccounted water loss.
Based on the 2008 data, an average of 3.27 cubic meters of consumed water is lost for every connection with old and defective water meter. This translates to 39.24 cubic meters of unbilled consumption per connection in a year, equivalent to PhP644. This means that the 22,415 replaced meters this year could earn the district an additional PhP14.3 million in a year’s time.

| All Water Systems Pass Microbiological Test |
|
All the nine (9) water systems passed the microbiological tests conducted by the district’s laboratory during the month. Water samples collected throughout the entire network numbered 530 in March, of which only 19 samples or 3.58 percent tested positive of total coliform. The PNSDW states that for water systems that collect at least 40 monthly samples, no more than 5 percent must test positive of the bacteria. For systems that collect less than 40 samples, no more than one must yield positive results.

Four water systems (Dumoy, Panacan, Tugbok and Lubogan) collected 40 and above water samples during the month and all of them yielded less than 5 percent positive results.
Total coliform is the coliform group of bacteria consisting of “ all the aerobic & facultative anaerobic, gram-negative, nonspore-forming, rod-shaped bacteria that ferment lactose with gas formation within 48 hours at 35OC.” This includes E. coli, the most facultative bacterium in the feces of warm-blooded animals. |

| Almost 4 Km of T/D Lines Added |

A total of 3.9 kilometers of mainlines were laid during the month consisting of turned-over pipes from subdivisions and communities within Bago Gallera along Libby Road, and Barangay 19-B along Bacaca Road. This brought the total length of transmission and distribution lines to 1,328 kilometers.
The turned-over mainlines consisted of 73.07 percent 50-millimeter pipes, 14.17 percent 100-millimeter pipes, and 12.75 percent 150-millimeter pipes.

The mainline extensions resulted partly in 735 new service connections added to the existing customer-base, bringing the total number of active connections to 164,736 at the end of the month. More than 96 percent of these connections are classified as residential. Population served consequently rose to 58.12 percent, up 1.30 percent from last year’s 57.37 percent.
