Accounted Water Loss Dips Further

Water losses due to leaks and other accounted sources continued to drop to only 4.7 million cubic meters during the past 12 months representing 5.91 percent of total water produced during the same period.

Declines in accounted water losses were felt about a year ago, which could mainly be attributed to the marked drops in losses due to mainline and service line leaks. From above 600,000 cubic-meter levels exhibited monthly until June 2008, accounted water losses began to fall until it settled to around 300,00 cubic-meter levels per month starting in October 2008. Aside from the apparent quicker responses to leak reports, improvements in the estimation procedure used for the volume of water losses due to leaks also brought about the declines.

Among the water systems, only Malagos registered an increase in accounted losses when compared to the previous month. The rest exhibited drops, ranging from 1.63 percent in Cabantian and 21.57 percent in Calinan.

Other accounted sources of water loss include water deliveries during water interruptions, maintenance activities, reservoir overflows, fire hydrants and communal faucets. All these constituted less than one percent of total production for the month.

 

   
1,154 New Service Connections Approved

A total of 1,154 new service connections were approved during the month, the highest so far in the history of the district. Before this, new service connections per month averaged only 623.

The tremendous increase this month was expected since the new rates for service connection applications are effective in July 2009. People apparently took the last opportunities to avail of the old rates, which were much lower than the new ones.

For the first six months of the year, a total of 4,652 new service connections were added to the existing customer base, bringing the total number of active connections to 167,192, equivalent to 58.64 percent of Davao City’s total population served with piped water service from the district.

With the continued expansion of served areas through mainline extension, expansion of existing water systems and development of new systems, improvements in access to potable water are already being felt.

   
Total Workforce Shrinks to 981

The total workforce this month shrank 0.30 percent to 981 from 984 last month. The drop was attributed to the decrease in the number of contractual workers from 363 in May 2009 to only 359 this month. The number of casual workers stayed at 80, while the number of permanent workers was almost unchanged at 542.

 

As a result, the staff-connection ratio dwindled to 5.87 employees per 1,000 service connections. The Asian Development Bank suggests a ratio of less than 10 for a water utility to be considered efficient. Considering that DCWD does not outsource most of its services, the ratio is a highly acceptable one.
Sex ratio stood at 395 males per 100 females, or about 4 males for every 1 female worker.
