A total of 12.5 kilometers of transmission and distribution lines were added to the existing network within Panacan, Cabantian, Tugbok and Dumoy systems, bringing the total mainline length to 1,315 kilometers.

Among the communities that benefited from these additions were Benjamin Hills in Panacan, Dacudao Village, Northcrest and DECA Homes Subdivisions in Cabantian, Solariega, Alonzo Terrazas and DUWHA Subdivisions and Barangay Jerome, Agdao in Dumoy system, and Monte Maria, Southvilla Heights, Centennial Village and Barangay

Tacunan in Tugbok system. Pipe sizes ranged from 50 to 150 millimeters in diameter, but majority (36 percent) were 100 mm.

This month’s mainline improvement activities resulted in 832 new service connections and more than 810,000 total population served or 57.87 percent of Davao City’s residents.

Since January this year, 43 kilometers of pipelines were installed, 24 percent more than the length of pipelines laid during the same period in 2007.

   
1,500 Old Water Meters Replaced

After a two-month slump, the Change Meter Program resumed its intensive operation, replacing a total of 1,500 old water meters in September. This brought the total number of meters replaced to 20,843, representing 58 percent of the program’s target of 36,000 for the year. The delays were caused by unavailability of water meters starting in June.

During the first nine months of the year, the program intensified its operations in March, April and May with over 17,000 old meter replacements during the three-month period.

The Change Meter Program primarily aims to improve the accuracy of customers’ meters by replacing those that are 5 years old and above. A study showed that as water meters age, their accuracy in reading water usage generally deteriorates, usually leaning towards under-registration. The oldest meter replaced so far during the year was 20 years old.

   
Staff-Connection Ratio Stands at 6.06

The staff-connection ratio stood at 6.06 staff per 1,000 connections this month. This came about as total workforce increased to 983 from 979 in August, and active connections went up to 162,090 from 161,564 during the previous month. A ratio below 10 indicates an efficient utility according to the Asian Development Bank.

The Program on Reclassification of Casual and Allocation of Additional Plantilla (PRAP) brought about an increase in the number of permanent

employees and a corresponding decrease in casual employees. Meanwhile, the number of Job-Order Contract (JOC) workers barely changed this month.

Since January this year, staff-connection ratio was lowest in April at 5.88, followed by March at 5.91. The ratio peaked in February at 6.20 following the hiring of at least ten more JOC workers.
