| 3,801 Old Meters Replaced |

Hopes of attaining the target of the 2008 Change Meter Program ran high as 3,801 water meters aged 5 years and above were replaced this month. This brought the total meters replaced for the year to 24,644 since January 2008, representing 68.46 percent of the year’s target of 36,000 meter replacements.
The program went through a temporary standstill in July and August when brand new meters became unavailable, but regained momentum as soon as stocks became available in September.
An initial analysis made on the meters replaced during the first half of the year

showed that consumption increased by an average of 4.55 cubic meters when the old meters were replaced. Meters aged 5 to <8 years (43.1 percent) increased by 3.5 cubic meters; those aged 8 to <10 years (21.6 percent) by 4.8 cubic meters; and those 10 years old and over (35.3 percent) shoot up 5.5 cubic meters after meter replacement.
At an average selling price of PhP16.38 per cubic meter, the program has earned an estimated PhP9.05 million this year for the district, and at year’s end, these additional earnings would reach PhP14.6 million due to expected reductions in metering inaccuracies.

| T/D Lines Stretch to 1,318 Km |
|
A total of 2.8 kilometers of distribution lines were installed during the month, bringing the total T/D lines to 1,318 kilometers all over the entire network. The additional lines comprised turned-over subdivisions located within Toril and Tugbok systems, particularly benefiting residents of Doña Rosa Subdivision of Toril, Km 13 Catalunan Pequeño and St. Francis Subdivision in Barangay Tacunan. One residential fire hydrant was also put up in the latter subdivision.

The additional lines partially contributed to 662 new connections installed during the month. Along with the 50 connections assumed by new owners/occupants, new service connections totaled to 712. Meanwhile, active service connections already numbered 162,584 this month, up 0.30 percent from a month ago. This brought up the proportion of Davao City’s population served to 57.94 percent, 0.11 percent higher than last month’s 57.87 percent.

A total of 2,779 leaks were reported through the Central Information Unit (CIU) and the Operations and Maintenance Department (OMD) during the month, up 4.24 percent from last month’s 2,666 leak reports. Mainline leaks comprised 6.44 percent; the rest were service line leaks. Since service line leak reports sometimes occur within the customers’ premises, only part of the total reports are consequently repaired.

In October, only 2,019 out of 2,600 service line leaks reported were repaired, representing 77.65 percent of the total leaks of this type. On the other hand, all the mainline leaks were immediately repaired. Meanwhile, the average time it took to respond to leak reports was 6.28 hours, a 4.27 percent improvement from last month’s 6.56 hours. In contrast, average repair time took longer at 2.84 hours this month from 2.37 hours in September.
