“The drastic drop in total employment in November resulted from the retirement and separation from the service of 19 employees.”

The number of Davaoeños connected to DCWD water increased to 817,925 this month, up 0.39 percent from last month’s 814,745. This represented 58.06 percent of the city’s 1.4 million residents. The rest of the population, mostly from the rural areas, obtained their water from either level 1 or level 2 sources.
With 1,376 linear meters of mainlines laid during the month, 592 new service connections were installed including 43 assumed connections. Disconnections totaled 698, while 571 were reconnected upon settlement of obligations through full payment or installment. |
|
The average monthly increase in population served during the year was 0.33 percent, higher than Davao City’s average monthly population increase of 0.20 percent. This indicates a declining trend in unserved population as service connections grew faster than the general population.
Considering the vast area of Davao City, DCWD is not really expected to achieve 100 percent service connection in the foreseeable future. |

| Accounted Water Loss Drops 21.48% |
|
Water lost from accounted sources substantially dropped 21.48 percent to 305,710 cubic meters this month, representing only 4.56 percent of total water production. The decrease, however, did not translate into a lower NRW as unaccounted water loss correspondingly soared 25.03 percent to 1.755 million cubic meters. Apparently, non-surfacing leaks and illegal connections still ate up a vast portion of the water production with metering inaccuracies being gradually controlled through the Change Meter Program. |
|
Water lost from leaks likewise went down 23.98 percent to a record low of 270,461 cubic meters. Most systems incurred decreases in water lost from leaks during the recent months. In Dumoy, for example, the volume lost in December was less than half that in January. In fact, only Cabantian system incurred an increase in water loss within the period, that is, from 3,879 cubic meters in January to 11,661 this month.

| Staff/Connection Ratio Shrinks to 5.90 |
|
The staff/connection ratio this month dipped to 5.90 employees per 1,000 service connections. This was the second lowest ratio recorded this year, and the fourth time that it fell below 6 per 1,000. The lowest was recorded in April when workforce totaled to only 938. Lower ratio contributes to better efficiency, according to the Asian Development Bank. The ideal ratio for water utilities is less than 10.

|
Total employment this month continued to decline to only 965 from last month’s 968. The sudden drop experienced in November resulted from the retirement of 15 employees and separation from the service of 4 employees during the month.
By December, total employment was even lower due to the retirement of one more employee and the resignation of another. The vacated positions were not yet filled up.
