The ratio of non-revenue water (NRW) to total production this month inched up 1.66 percent to 29.77 percent from 29.28 percent in July. This brought the NRW for the first eight months of 2008 to 28.87 percent, slightly higher than the 28.74 percent recorded for the first seven months of the year. The year’s target is 28 percent.
The increase in NRW this month occurred despite the decreases in accounted sources, particularly leaks. This indicates that there was an increase in water lost due to either metering inaccuracies, pilferages or undetected leaks.

Since January this year, NRW figures have been hovering at below 30 percent levels, except in March when it shoot up to 33.6 percent. January, on the other hand, recorded the lowest NRW at 25.72 percent.
The better performance for the year can be attributed to significant improvements in the Change Meter Program compared to the past years. The first six months alone recorded a total of 19,343 meter replacements. Evidence from the 2007 data shows an apparent under-registration of about 13.59 cubic meters per month for every connection with defective or old water meter.

| Losses from Leaks Fall 7.68% |
|
Water lost from mainline and service line leaks this month totaled to 527,609 cubic meters, down 7.68 percent from last month’s 571,515 cubic meters. This came about as a result of a shorter leak response time. Water lost from mainline leaks slumped in all but two water systems, namely, Panacan, which lost almost 11,000 cubic meters from mainline leaks, compared to 3,000 cubic meters last month, and Malagos, which drained away 33,467 cubic meters in August.

Service line leaks, on the other hand, registered decreases in all but two water systems. This time, it was Dumoy and Cabantian systems that incurred increases of 1,266 and 4,040 cubic meters, respectively in water losses caused by leaks occurring in service lines.
Since January this year, water lost from leaks peaked in June at 859 thousand cubic meters, followed by 731 thousand registered in January.

| Collection Efficiency Slides 4.54% |
|
Collection efficiency, the percentage of current month’s collection over the previous month’s billing, slid 4.54 percent to 98.04 percent in August from 102.7 percent last month. Collection efficiency sometimes exceeds 100% because arrears are included in the total water collection and billing for the month.
Water collection for the month amounted to PhP72.3 million consisting of PhP54.5 million in current accounts, PhP15.3 million in arrears and PhP2.5 million in other charges.

However, of the PhP71.2 million billing attributed to current accounts, only 76.4 percent were collected.
Meanwhile, non-water collection totaled to PhP9.5 million, bring the total collection to PhP81.8 million for the month. Non-water collection includes meter rentals, new service connection fees, laboratory fees and income from Malagos Park.
