PROPOSED EXPLORATORY DRILLING OF ONE (1) PRODUCTION WELL (LUBOGAN PW #2) WITH 200M DEPTH PILOT HOLE IN BARANGAY BANKAS, LUBOGAN, DAVAO CITY

1. The Davao City Water District intends to apply the sum of Six Million Seven Hundred Ninety Thousand Six Hundred One Pesos and 4/100 (Php6,790,601.04)being the Approved Budget for the Contract (ABC) to payments under the contract for the Proposed Exploratory Drilling of One (1) Production Well (Lubogan PW#2) with 200M Depth Pilot Hole. This amount is included in the 2010 Approved Corporate Budget. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Davao City Water District now invites bid for the Drilling of 200M depth pilot hole with 250mmØ borehole, 200M depth well utilization with gravel pack and 18m depth cement grout with 1m clay seal for sanitary seals, 600mmØ upper borehole with 400mmØ x 91 linear meters Blank Casing, 400mmØ lower borehole with 250mmØ stainless screen/blank casing combination Rotary Drilling Method. It also includes furnishing of all materials, equipment, tools, labor, transportation including fuel, power and water and any other means necessary to complete all works and located in Barangay Bankas, Lubogan, Davao City.Completion of the Works is required within the contract duration of 147 Calendar Days. Interested Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

3. A complete set of Bidding Documents may be purchased by interested Bidders from April 26-June 1, 2010 at the address given below and upon payment of a nonrefundable fee in the amount of Php 4,000.00. It may also be downloaded free of charge from the website of the Davao City Water District at www.davao-water.gov.ph, provided, that bidders shall pay the corresponding fee for the Bidding Documents not later than the submission of their bids.

4. The Davao City Water District will hold a Pre-Bid Conference on May 19, 2010; 1:30 PM at Davao City Water District, J.P. Laurel Avenue, Bajada, Davao City,which shall beopen to all interested parties. However, only those who have paid the fee for the bidding documents shall be allowed to raise or submit written queries or clarifications pursuant to Section 22.3 of the Revised IRR of RA 9184.

5. Bids must be delivered on or before June 1, 2010; 9:00 AMat the address given below. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the bidders’ representatives. Late bids shall not be accepted.

6. The Davao City Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
