2ND INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
 

Invitation to Bid for The Comprehensive Mainline Replacement Project at C.M. Recto St., Ramon Magsaysay Ave., R. Castillo & Lapu-lapu Sts., E. Quirino Ave. & Sasa Road (Km. 11-13) & Sasa Wharf Main Road

1. The Government of the Philippines, through the Davao City Water District  intends to apply the sum of One Hundred Ten Million Nine Thousand Six Hundred Sixty Six and 68/100 pesos (Php 110,009,666.68), being the Approved Budget for the Contract (ABC), for the Comprehensive Mainline Replacement Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Davao City Water District now invites bids for Labor, Materials & Equipment for the Replacement and Commissioning of Water Distribution Mains in diameters 100 mm through 400 mm PVC & MLCSP with a total length of 9,578 linear meters including the installation of valves, fittings and tapping of mainline and service lines to new lines/ existing lines, with a contract period of Two Hundred Seventy (270) calendar days. Interested bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly Section II Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

3. Interested bidders including those who have participated in the first bidding may obtain a complete set of Bidding Documents at the address given below upon payment of a non-refundable fee in the amount of Nine Thousand Pesos (Php 9,000.00). It may also be downloaded from the website of the Davao City Water District, dcwd@davao-water.gov.ph, provided that bidders shall pay the non-refundable fee not later than the submission of their bids.

 4. The Davao City Water District will hold a Pre-Bid Conference on April 13, 2010 @ 1:00 o’clock PM at the Davao City Water District (Bajada Office), which shall beopen to all interested parties who have purchased the Bidding Documents.  However, only those who have paid for the bidding documents shall be allowed to participate in the conference and raise or submit written queries or clarifications pursuant to Section 22.3 of the Revised IRR of RA 9184.

5. Bids must be delivered to the address below on or before April 27, 2010 @ 9:00 o’clock AM at DAVAO CITY WATER DISTRICT, J.P. Laurel Ave., Bajada, Davao City.  All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

6. The Davao City Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
